The problem with tickets and scalpers can only be fixed by having more tickets available than people that want to attend. Since the BLM controls attendance, the only solution is to reduce the number of people that WANT to attend. If you want to limit attendance, doing it randomly is probably closes...

When I say key contributors, I am not just talking about free booze. In fact maybe I shouldn't have used a bar as an example because I really don't think booze scarcity will ever be a big issue at Burning Man.
