Playa wind design criteria & anchoring

Has anybody here designed an art structure for the playa more than 20 feet tall? I'm curious what the "standard" design speed is for the open playa. I know that Washoe County building code is 130 mph (for risk category II), but I've also seen people say that they design for 80 - 100 mph. What do mos...

... Oh well, we are looking for less expensive options to anchor our art piece but will probably bite the bullet and get the penetrator anchors. Good points, thinking about it a bit more I think my main concern would be the shaft breaking due to high torques during installation. Oh well, we are looking for less expensive options to anchor our art piece but will probably bite the bullet and get the penetrator anchors.

They seem like a cheaper version of the penetrator, but have fewer and coarser threads, a skinnier shaft, and only come in a max 2 ft length.
