@GreyCoyote - Thanks for the helpful advice. I would be surprised if the FCC had a problem with a 1W transmitter considering I have seen handheld radios that are 3W (or more). I don't know how I would get the antenna mounted up at 40' though. That sounds pretty tricky for 1 guy.
