If Mr. Addis' heart isnt in it as he is being forced to practice law as punishment I doubt he would give the best advise. If i was a client receiving a public defenders services I might not want his work even if pro-bono?

Thats not how pajamas are tested. All they require is to be self extinguishing. Means they will not propogate a flame. Take the flame away and they are supposed to stop burning.
