You will need to set up a Burner Profile here: https://profiles.burningman.org/ and this will give you a portal to buy tickets. You will need to preregister for the tickets.

Just saying: 5 mph is too slow even for a bicycle human-powered. Pedaled bike on the open playa are not really subjected to speed limits.
