I know the pain of the paying for the tape myself, but it's a must in the standard design. The only other alternative to tape that I've found is something called Collision Wrap, Crash Wrap, or Collision film. You could over extend or use a spacer to alter the butterfly gap on the throttle body to maintain a slightly higher idle and use the parking brake as your speed govern. Then you could make a slow speed accelerator/brake anywhere on the vehicle as a one lever control.
