They were banned/boycotted in 2004, not 2006, but made amends and new agreements for 2005 and then simply took one year off in 2006. But still visited the galleon site and did a little work on it that year. I think all that is covered in that SF Bay Guardian article.

It looks like the galleon crew is soliciting personal stories, possibly to support their case and prove the work wasn't a "pile of junk."
