Or or or... better idea yet. Have a lottery system backed up by everybody's name where everybody wins, but when tickets are sent in July only 30% of the tickets are sent. Maybe 20% more can be sent but they are fake and don't have the hologram. Another 25% are sent but they are for the previous year...

hey, the OP has a point, they did jack up the price quite a bit (see Borris' post). Probably because they can and people are willing to pay that much. In their defense, I believe the prices hadn't increased for a few years.

In this situation the BRC rangers have recommended filling up the LEO feedback form on the same day. Apparently BRC rangers and LEO's have regular (daily?) meetings and feedback could potentially help this kind of stuff from happening again.
