Uhhhh how, exactly, did she become eligible for FOUR tickets through STEP?? I'm pretty sure we all know the answer to that, but... explain it to us. Given that she obviously scammed the system... TWICE .... I would, of course, say she should refuse all four so that people who did the right thing can...
