I don't love this. Tickets should be free-roaming and transferrable. But tickets would still be free roaming and transferable, just without a scalping charge and for those that will actually attend. where's the outcry from BMORG's civil libertarians about having to provide financial documentation, surely something more invasive than an ID check.

low income tickets will require financial documentation, can only be picked up at the gate (will call), and will be non-transferable. Test run for new system next year?

By the way, people are already talking about how to game the system for next year by registering for serious amounts of tickets, using credit and home equity lines, knowing they won't lose any money and would easily make 20% without even trying (think how many burners would pay $500 to get a ticket)...

More likely people will forget a ticket than ID, so the turning around cars rationale doesn't seem compelling. I'm sure some people aren't okay with vehicles being searched... others with not being able to bring firearms (no more drive by shooting galleries)... others with the rules on photography.....
