I understand some people have an issue with tying IDs to tickets

With photo on ticket no need for IDs

just ask winners to upload a photo and a enter a name for each ticket they won, before feb 22. After that they lose their tickets.

The scanner and DB system already exists and is used for early entry. It could be scaled up without a lot of changes.
