I don't really know how computers work but I was thinking maybe the system did the random selection starting with the lowest tier continuing until all tier selections had been made, then would unpile tiers reverse sequence as it collected payments & sent out confirmation emails....

I'd even go so far as to argue that the "panic-ees" are hardly panicking. Merely voicing objections to what is perceived as an unfair, unbalanced system. I strongly disagree with the route that the ORG has taken, and will proudly declare so, however, I'd like to remind all the cool-headed non-panic...
