Since I started this, here is what we ended up with. 7 5 gal Jerry Cans for gasoline in an outdoor plastic utility chest lined with HDPE liner, and a bonefide containment palate for a drum of diesel. And fire extinguishers and liquor of course.

the best fabric to anything glue Ive found is PL polyurethane black roof and flashing sealant. Its not meant to be a glue but it sticks great and stays flexible enough to bend with fabric and Velcro, and lasts forever, you need a glue cartridge dispenser.
