I would like to see benefits for carpooling, other than just splitting the cost of a vehicle pass. Maybe specific gate/exodus lanes for vehicles with more passengers in them ("HOV lanes"), with lanes for 3+, 6+, 10+?

Only if you're required to have a CDL by the feds. OP suggests that the CDL requirement in question here is from their insurance provider, not actually a legal requirement for the drive.

Once it becomes an RV, the CDL requirement should go away.
Every state has different laws about this situation. Chicago to BRC goes through a few with pretty wonky rules, much more complicated than just CA/NV.
