I think there are some things missing from this thread. Firstly the solar sizing is based more on your load than the battery. A 60w panel could charge a 2000ah battery given long enough and no load. Secondly you don't say when your load is. You say your load is 24w for 5hrs (or 10ah of energy/day). ...

For one fan cooled car amp sitting in the dust I opened it up and strapped cut motorcycle air filter foam inside it covering all the openings. Your idea of a stationary point (with a decent high antenna- lightning protected) will certainly work but having a despatcher means you have to constantly have someone to field all the portable comms. You might be better off using a repeater as a base station so that all mobile users can communicate...
