For the money get a Kodiak or a Springbar. They will last 20 years (or more).

One thing that is often missed. Don't plan on bring and eating food that you wouldn't eat at home. You aren't going to decide to heat up some weird meal you brought that you would never eat at home. I don't eat tral mix at home, why would I on the playa? Figure out what you normally eat and then cut...

I wouldn't work in SF for $4,000/month...but I wouldn't work anywhere for $4,000/month.

But without a car $4,000 should be plenty do-able. Just don't expect a nice place to live, or commute in to the city. The bay area is a huge place, it isn't all SF.

The main paved roads and then the entry road are fine in almost any car.

My 2001 Z-28 Camaro with "skirts" has been to BM, Frog Pond and out north on the playa, no problems.

Springbar and Kodiak Canvas tents are very similar. The is a long discussion on ePlaya about the differences. I have a Springbar, great tent. The people I camp with have two Kodiaks, great tents. Springbars are made in Utah... Kodiaks are made in China... CptSmashy are I are in the same camp, so we see them next to each other. They are very similar. Head to the Artery as soon as you can after you arrive. It is pretty simple, but the sooner you go the quicker it will be.

If you leave Reno/Fernley early on Monday morning, you should be able to roll up 447, and head into BRC without much in the way of stop and go. There will be more traffic on Sunday than on Monday!
