part of the issue as i understand is that there made to run at full speed for the air cooling so even if you get it tuned down gear wise you are still having to deal with getting the air flow it needs to function. Hopfully putting a fan on the engine is enough to keep it cool

how easy are they to wire?

i took a look at a few wiring diagrams and it looked like they needed to run threw resisters or some thing to function

Based on the pics, DMV should have no problem with it. Its radically modified, and I couldn't tell that it was ever a golf cart. After solving your weight/power issue, id focus then, on safety and lighting.... lighting im planing on a mix of these LED strips that my friend used on the trike project...

running the steering all the way out isent a huge deal as ive all ready thought out of a way to do it proper. what i did with my car port this last year was put a few of the stakes down first and used rope to tie down lossly the carport and only untie them when going to the next stage then tieing it right back down untill its all up and ready to go then buckle that thing down like hell another tip that work...
