I will attempt to find out about this art car for you. It sounds like you are trying to fabricate an eyeball and want tips on how to do it.
If it were me, I would go to a home improvement center like Home Depot and try to find a large plastic planter with a half round shape and buy 2 of them and make what you're looking for. After gluing and shaping you could paint with some sort of irradescent paint and then either light from the inside or spot light the outside.
Be creative and work on the illusion!
