Looking for art-car design and metal-work assistance in ATL

About a month ago, I salvaged two large metal wheels. They are about seven feet in diameter, with six spokes and a circular hole in the middle where an axle might go. They were originally used on a large spool of wire or maybe plastic conduit that would be used when trenching wire. I have seen similar spools on consruction sites, attached to a trailer. This spool was originally abandoned by the side of the road (yes, it really was abandoned, no I didn't steal it) and I cut the metal wheels off of the wooden spool and took them home.

I want to turn these into an art project. Originally, I thought of a giant human hamster wheel, but now I'm thinking that maybe an art car of some sort would be cooler. I'm open... The problem is that all I've got is two humongous metal wheels and a few ideas. I have never welded before, and I don't have enough design experience to build something of this scale. I'm looking for someone with enough experience to help me finalize a design and to provide enough technical assistance to get me started. At the very least, I would need access to a welder and some training in how to use it. Is there anybody in the Atlanta area who is interested in assisting with this project?
