MyLarry made one of these for us, although we use a dollar store bowl with drain holes as the basin instead of modifying a bucket lid. The foot pump means no one can run the water easily and use or waste too much. Assembles/disassembles easily.

Concern with the Health Dept requirement for "Continuous flow", meaning your whole camp has to touch the water lever with dirty hands, wash up, and then touch the dirty lever again to turn it off. I really like the foot-pump idea, has anyone had the Health Inspector ding you, or approve of, a foot pump sink? Cheers!

For the typical plastic tap water containers, you can always rig up a pair of paint stir sticks to bolt to enclose the handle of the "tap". A spring or bungee cord pulls the handle 'closed'. A foot pedal pulling down with a spring or bungee cord section that is routed to pull the handle 'open' (the spring/bungee cord is needed inline to smooth the opening force and to prevent excess force). Tap runs while you're stepping on the pedal. Can be done for a turning or lifting handle. For the lifting handle, the closing force can be from a weight (water bottle - level determines closing force) with a piece of bungee cord inline for smoothing the closing force so you're not shocking the tap/mount.
A hanging water container over the sink can also work. Needs two holes: one at the top that will be above the water level to let air in, another to be the pour hole, size limits the water flow. Foot pedal pulls the container down so the pour hole is below the water level.
However, due to the open holes, this has continuous evaporative losses.

asr, Foot-pump sinks are what we use at events off playa. They are fine as long as you have soap and paper towels.

I did reach out to NV Dept Health and they said a foot-pump would be ok to meet their "Free-flow" handwash requirement.
