Rebar depth?
I'm a virgin burner trying to figure out what length rebar to use for my quonset hut style shelter and tent. The variable is how deep does the rebar need to go into the playa? The tent will have candycaned rebar, and the shade structure needs a foot of straight rebar coming out of the playa.
Will rebar planted 1 foot deep suffice, or do I need 2 feet of penetration to hold against wind?

Yep.
I have found that half inch two foot rebar works in every situation I need it too. Cap with tennis balls because I know through personal experience that this works very well. Make a slit in the tennis ball through the brand name so that the slit is easy to find when applying to the top of the rebar.
Be sure to bring a pair of vice grips to extricate the rebar from the playa after the event is over. You just clip them on tight and rotate while pulling upwards. It works better than anything else i have tried.

For the sake of discussion a tennis ball, water bottle or any other home made cover will not prevent a 200 lb man who falls on that exposed stake from being penetrated the amount the stake protrudes from the ground. I have seen it, been there, done that. It was angle iron sticking out of the ground by 12 inches, a friend who was a member of the "Bellymen" San Diego motorcycle club, you had to be 300 lbs or better to be in the club, fell on this exposed piece of angle Iron. At the hospital the doctor put his arm all the way to his elbow in the hole picking out little rocks and stuff.
I have found that if you bend over say 4 or 5 inches, at a right angle, you can still drive the stake as opposed to a candy cane rebar which can be difficult to pound in the ground.
Also having this bend means someone cannot fall on the protruding stake. Usually I hammer (single jack) the stake all the way in the ground. to remove the stake I use a 8' long piece of lumber and a rock or block. I place the rock or block close to the stake, I push the 8' long piece of lumber under the stake where it is bent and with my little finger I can extract the stake from the ground. I already ruined my back trying to pull shit from the ground. don't do it.

Depth, not safety
Thanks all for the info. This topic was about required depth, not rebar safety or danger. I fully understand rebar safety issues. The quonset hut goes over and completely covers the rebar, and the tent will be staked by candy caned rebar hammered below the surface of the playa, and will also be under the quonset hut so there's a very small chance of anyone stepping on it.
I fully appreciate the dangers of exposed rebar, and if I had planned to have any sticking up in any way it would be covered with tennis balls, stuffed animals or 2-litre bottles.
As it is, I've even made red striped PVC caps to put over the exposed rebar for the few minutes it'll be exposed during the shelter building and removal process, just in case. I'm a bit of a safety nut, since I do lots of dangerous things and want to be around to do more of them!
However, to reiterate the original on topic discussion, 12" sounds like enough penetration to get a good grip. Any dissenters to this opinion? :)

How deep to send your anchor kinda depends on how much force the stake is going to be exposed to. How many stakes etc will effect that equation.
12" is pretty good depending on what you are holding down. Lets say you have a parachute above 12" stakes, since the wind force might go straight up, 12" might not be deep enough.
Here is another way to look at it. 6' and it will pull out easy. 12" and it pulls out a lot harder. 18" bitch to get out of the ground. 24" plan on swearing up a storm as you go to remove the stakes.
