I need to transport 16 EMT conduits (8x8',8x10ft) for the shade structure and they fit fine to my roof-top cross bars on SUV, hanging only 2 FT behind the car - I use duct tape to make sure they do not move within "group" and then strap to tight it down in 2 groups to both sides of the car. Cross bars weight limit is 150lb, total weight for emts < 100lb.
If they are strapped down fine and do not move at all, pass the "brake test" - will there be any issues with law enforcement on the way to Playa? Do I need to put a red flag or the rear end? Any recommendations to avoid unnecessary contact?

California Law.
Do not carry anything in or on a passenger vehicle which extends beyond
the fenders on the left side or more than 6 inches beyond the
fenders on the right side. Cargo extending more than 4 feet from the
