Yes, they do... if you mean FRS/GMTS units. They work awesome, tho it gets congested later in the week. Didn't stop me from adding one to my aresnal this year...
Actually, it was added for me, but I was gonna anyway.
Some of us run 2m or 440 ham handie-talkies. Those work well, but to be legal you need a license.
The Org has their own freq's and we run walkie talkies all over to communicate.
So in a nutshelll - YES. You STILL can't communicate off playa easily or cheaply, however... even with a ham rig. Even the org and outside agencies have relay systems to communicate with the outside (and they have to regularly). Seriously.

iunones, walkies work well if you can find a Chanel that isn't crowded, the old CB radio was the way to go for us last year. Pain in the ass carrying the car battery around with us

What I did to avoid having this problem is that I got Motorola radios that have "privacy" channels and then pick a "privacy" channel on one of the FRS frequency. The privacy channels don't keep other people from hearing you, but keep you from hearing other people's chatter.
