I might not have done well as a virgin being sold, but it sounds like it was consensual, and a great way to pull money out of the pockets of grown-ups. I bet they have great stories.

Okay, seam-mistresses and -masters, I'm hoping you'll impart some of your wisdom on me. For the holidays, I took the kid sister to a fabric shop and offered to sew her a skirt. She chose a stretchy white lace to go over a flowy, plain white cotton. The goal is to attach the lace to the bottom cotton layer only at the waist, allowing it to move freely over the cotton. Something like these, only with the underlayer all the way down to the ankles:

The thing is, I've never actually sewn a skirt. I have made two kilts and a few other creations so I figure it can't be too hard. Armed with a sewing machine and some patience, I come to my fellow eplayans with a few questions.
1) What's your advice on a skirt pattern? Of those in the image below, I've heard that an elasticized circle skirt is the easiest to sew. My worry is how the lace will look all bunched up at the elastic band on the waist. I'm daunted by the panel skirts, because I'd be sewing lace to lace with no backing (I think).
2) Should I use cotton or polyester thread to join the poly-blend lace to the cotton?
3) Any tips for sewing stretchy lace? Should I use long stitches or loose stitches?

So the lace itself is stretchy? If so, is it a one-way or two-way stretch? As for the underlining, is that stretchy as well or not stretchy? That will help us with tips.

Yea, Fishy, I almost vetoed that particular lace because I was afraid it'd be hard to sew, but then I decided if I only have to sew it at the waist (and not, say, into panels), it can't be that bad. Hopefully I was right. I should have enough scrap of both fabrics to work at getting the tension right.
The stretch in the lace seems to be in both directions equally. I think it's stretch in the material and not just stretch from the fact that lace has tons of (intentional) holes in it, but I could be wrong. I know that it's a polyester blend.
Lining material is completely non-stretchy.

You could get bias tape, some of them are fusible, and use that on the seam edges of the lace and even at the waist of the lace to make it easier to sew. If you used a fusible one it would probably be even easier. The fusible ones are usually iron on, and the bias tape would give you a non-stretchy edge without holes that will be a lot easier to work with.

what size / width is the fabric ? can you make a full circle out of one piece ?
your pictures show skirts that look like two panels, front and rear. I would try to minimize panels and seams. the one on the right has a very visible seam.
Use a loose stitch to start, it can be oversewn later. use a lot of pins or Bulldog clips to line everything up before sewing,

I am cleaning up stuff around here getting ready for the big move and came across a box of with a bunch ribbon roses and small silk roses (all new). These are light enough to ship easily so if anyone wants them PM me before I freecycle them.
Savannah: I don't know what it is, but no thread here escapes alive. You'll get 1 or 2 real answers at minimum, occasionally 10 or 12, and then we flog it until it's unrecognizable and you can't get your deposit back.
