I'm on a quest for 2013!!! Who can help me?

I'm looking for the people you see at 1:42-1:44 in this video:

I saw them at the 2012 Burn when they hopped off an art car at the Black Rock Bijou Movie Theater in Deep Playa in the middle of the night.
At first I just saw a ball of flickering lights on the art car, and I was very surprised to see the ball disolve into several people with these awesome overalls/jumpsuits covered from neck to toes in red and blue lights!!

PLEASE let me know, I really want to get in touch with whoever made these brilliant night costumes!

Stuff like that is generally custom home-made. Go get some lights and sew 'em onto a jumpsuit.
