Are there any rules, written or unwritten about using the trash fence for art purposes?
I'm not looking to damage or remove it.
Also, anyone know the standard distance between fence supports?

I don't know the distance between. Some years ago a friend stapled a page from his novel on each post. Later on someone from Perimeter or maybe dpw remarked on how nice it was to have to something to read out there alone.
So, I think if you don't cut or damage it you're likely to be okay. But let's let some other people chime in.

make sure to have your ticket stub and any other documents you may need when out by the trash fence..
especially if yer jimmying with the sucker.. you dont wanta look like a gatejumper to those perimeter guys

If it large, then yes, but geurilla art out on the trash fence is a fun surprise. You can usually install it on Monday, when most of the placed art is up and started, pretty easy to tell if you are infringing at that point. The Artery might place things out that far, but right on the fence isn't usual.
I have a piece of trash fence art ready to go. Going to place it in front of a fence support, using my own rebar. Maybe more than one.

Between the supports? Dunno. As long as whatever you're putting on it doesn't catch the wind too much.

The Plates installation this year took up 51 fence posts -- all wired to the top of the posts, and wouldn't have interfered with repairing the fence or impeded vehicles traveling along the fence line. Artist posted elsewhere here that he successfully retrieved them. Obviously pre-registered, or it wouldn't have been listed on the web site.
Up to you if you want to go all guerrilla on the fence, but don't monkey with it.
