Question about Gerlach / Empire Shuttles

Are they only for people who have already arrived? I can't find anywhere to confirm, but from the way the page about it reads, it sounds like it's only for people who have already arrived, not for people who are just getting to the playa for the first time.

If someone could help me with this question that would be awesome. Thank you!

You are correct.
It is for residents of BRC to make a round-trip out to Gerlach/Empire for essential supplies. Typically for someone who didn't plan properly, or didn't read the Survival Guide, or didn't believe warnings, or someone else didn't bring what they said they would, etc.. What's available is limited. There is a fee. And you need to purchase a re-entry pass before you shuttle out, or else you can't get back on the shuttle to BRC.

If you need to get to the playa, get to Air Playa Info at Reno Airport.
