Are there any rules concerning type color or quantity of lights on a bike?

Different colors are used by the BMORG ESD departments. You are probably fine reusing those, yellow and red.

Since 2015, lasers have largely been prohibited. Handheld lasers of any kind are an absolute no, and vehicle-mounted lasers are limited to approved mutant vehicles, and have their own mounting rules and safety inspection.
From a 'wild west' and 'go nuts' perspective, it's about decoration, self expression and personalization. Beyond the simple utility of being seen by pedestrians and mutant vehicles and being able to see the playa at night, your bike having a distinctive lighting setup or pattern makes yours easier for you, campmates and friends to spot in a crowd. I can't tell you how helpful that can be when you're parked among a hundred other bikes that all have multi-color lights blinking or glowing in some way. It can really be a lot of fun coming up with something distinctive.
