Playa surfers / scooters
I’m curious about where 4 wheeled gas powered playa surfers fit into the vehicle policy. I’m thinking about putting together a gas powered scooter and would love to build one with 4 wheels. If it’s a stand up, single person mobility machine, would that be legal?

DMV would be the best place to get all your answers. Speed limit, h.p. limit, etc.
I find the scooters and surfers a menace. But, that's just me...

I’m pretty sure you are limited to 2 wheels, stand-up only for any gas scooter.
The motorized skate-boards have been fringe and under the radar. Seen plenty, every single one led to road-rash or worse. Not a good environment for them.
You could go electric with 3 wheels following the NDOT rules which apply to BM as well. The design limits are well published.

Scooters & Go-Peds
Large, seated, street-legal motorcycle type scooters are not allowed in BRC. Small motorized scooters (single-person, two wheeled, lightweight, stand-up, small, no-seat, off-street type, e.g. go-peds) are allowed in BRC, but they are subject to the same rules as any other motorized vehicles, including the 5 MPH speed limit and use of front and rear lights at night. BLM Rangers will issue citations for noncompliance. We strongly suggest loud scooters be equipped with a muffler.

The four wheeled surfers do not fall into the allowed categories. You do see them out there, because Gate didn't confiscate them and the BLM hasn't felt like pursuing them just yet.

Gate, does not confiscate anything. We give you choices, as relates to "not allowed" things:
You can surrender it (sometimes), or you can leave the area, dispose or remove it from your gear, and return.

Thank you for the clarification. I have seen a small lot in past years with small mutants and a motorbike languishing in it, hence my loose use of the term confiscation.
