What's the deal? If the vehicle fits within all the other rules/regulations - low power, low weight, etc... why is there this requirement added?
Someone enlighten me, puhhllease?

Although some scooters with seats meet the other requirements, many do not. The seat is an easy identifier. This is my best theory.

There are all sorts of new motorized vehicles being sold over the past few years that were not on the market when the event started. This was largely unregulated on the playa and OF COURSE people took advantage and pushed for bigger and faster. With the full blessing of everyone who had to jump out of the way of someone zooming around at high speeds on a scooter or electric bike, these machines really should be banned.
As for fitting requirements, except for having a seat---they DON'T fit the requirement. Personally, I would love to see the fast motorized bikes confiscated until the end of the week.
