Things look like they've changed up a little with the BRC Post Office this year. I'm hearing that Center Camp PO will not be doing mail delivery, and some important details have changed. The folks at BRCPO9 share this information:

A couple things to add.... first - I don't think most camps will have precise placement info until they actually get to the playa. Placed camps are only given an approximate address (things are subject to change until flags are placed and the team is on the ground in the desert), so it would not be possible for you to specify man-side or mtn-side, and you couldn't give a down-to-the-minute address. As another example, here's what I would put for my own address:
Third - make sure anyone sending mail to you sends it out a little early. Not weeks in advance, but remember, Gerlach is a town in the middle of nowhere, and it's at least another day for the mail to go from the Gerlach station to BRC.... and then it gets delivered to you.
Then, one last thing... BRCPO9 makes for a great walk-up volunteer opportunity at Burning Man. Once you're set up at your camp, if you're looking for opportunities to participate, help the community, and get to know the city (as well as meet a lot of people), delivering postcards and letters can be a great way to do all those things.
Second - a camp that may be expecting mail should make sure to have a clearly marked sign out front. You should also think about a mailbox (which could be a cool opportunity for art), so letters and cards can be delivered if nobody is at camp.Trilo Byte

Each of the three POs on playa have their own unique services and are run independently.
(I think) that this year 3&9 will receive incoming mail (no packages) and deliver; they also do internal city deliveries.
If you're sending outgoing, off playa mail, it will need stamps of course.
(I think) that PO6 is only doing internal city deliveries this year.
I could be waaaay off, but that's what I've gleaned from random PO posts over the past few months.
