The subject has been beaten to death, so let me offer my latest idea; The honor system. The org can leave a donation bucket at the gate, and you can pay what you can afford. We wouldn't even need tickets, just goodwill and karma!

There are no VIP tickets. VIP tickets are part of the hazing that newbies get from oldsters.

Don't bother, I bought them all up for my special sight-seeing tours of the playa sold only to AARP members. It's aged based, oldest gets first dibs.

Seem's some actually like the idea of dying on the playa dressed as a 90 year old Mad Max.

I have an actual solution. Tickets should be done like any large event. Step 1 is to get the things that will be a registered part of the event in order. Move theme camp, art project, art car, etc. registration to the start of the process. As part of registration and approval of projects, allocate tickets to those projects. Give out about 20-40k tickets this way. This ensures the core of the event, and gets tickets to all those who put in the effort to make something awesome for burning man. Step 2 is opening up to people outside the registered parts. So remaining tickets go on general sale. Keep the lottery system, as main issues with project support are eliminated and lottery is fairest way to deal with general sale. Problems solved.

Sir, with due respect, I find I must disagree with this assumption. Eons ago, I worked at the door at a club in Virginia Beach called "offshore drilling company". If I could figure out if the boys in full drag matched the military ID picture taken years ago with their heads freshly shorn from basic training I somehow think any relatively intelligent person could match a picture taken a few months before to a face. If pictures on IDs didn't work, then they wouldn't use them for drivers licenses for 5 year periods and passports for 10 years. I think a 1-6 month old picture wouldn't pose any real cognitive or significant time problems at the gate.

Honestly the "extra time" reason (excuse?) seems to have more credibility than this one, so I'd suggest do a functional test. Line up 20 people and see how long it takes to check IDs. From my door experience, I'd venture to say that the time it takes to check IDs is insignificant in relation to how long it takes to check vehicles and considering each ticket needs to be checked anyway I don't see that it really adds any appreciable time.

I'm not saying there might be actual reasons pictures on tickets might be problematic, but this one seems like a red herring to me. Again some research would be good instead of making assumptions. Ask other festivals that put pictures on tickets how it may or may not gum up the entry process. But seems to me the reactions against IDs are more emotional reactions than practical.

that might be good, if everyone were standing in line, you had good light to see by, and were not blinded by a dust storm.
Add to that, you have to get everyone out of whatever vehicle/hippy bus, probably waking more than a few from slumber or drug induced semi catatonia, and deal with the pure ass "shit fit" so many would throw, and self entitled, and all the "friends of Larry" who would expect or demand privileges.
This, on top of the drivers, riders, and gate staff, being any combination of tired, altered, or just pissed off.

I must disagree, Kestrel

We could also merge 2013 Ticket Solution with the other most common thread, "where does the single male wannabe swinger find the endless supply of eager and nubile sparkle-ponies": Sell tickets only to single male swingers and you'll limit ticket demand to about 60,000. Problem solved.

Given the seemingly inexhaustible supply of this demographic, you might use the strategy successfully for several years running. This even solves the drug enforcement problem upon entry, unless the dogs have been trained to smell Rohypnol.
The road of life is littered with flat squirrels who couldn't decide.
