My guess is noon. Guess. If you decide to use it, I'd advise starting noon your time and checking at five minutes after the hour until it does start up. You can write your copy tonight.

The time of day's not specified - the only way to really be sure you'll get into the amateur's guide is to binge on caffeine drinks and stay up all night, refreshing the page every 60 seconds until it lets you through.
