A friend of mine is transferring me a ticket (have one, and need one more).... That person, bought the ticket through STEP. Just wanting to know about procedure for them to transfer it.

As in, does she just call Ticketfly?

It's hard to tell from your post whether she has two tickets and is going to the playa -- where she could use one ticket, and put the other under your name, or whether she bought it in STEP and now can't go at all.
