I am disabled and I'm towing in a golf cart for handicap accessibility at the burn. Do I need a separate vehicle pass for the golf cart? Do towed mutant vehicles require a vehicle pass?

To be more clear:
I am towing in the golf cart; then I will unload and drive my cart around like an excited little donkey. Does my little disabled donkey golf cart need a vehicle pass other than licensing from the DMV?

No.
It was cargo for the purposes of the entry Vehicle Pass.
It is subject to the regular DMV rules.

I believe everything motorized has to be pre-registered:
Mutant Vehicle Application: Closed
Disabled Persons Vehicle Application: Closed. Please contact dmv[at]burningman.com if you have accessibility needs.

Yes. You have to have a printed copy of the email that they sent you when you pre-registered. But you don't need an extra vehicle pass.
