Re: Camps for foreigners?
I ran one last year but we're going invite only this year. There a couple of camps that might be what you're looking for Orphan Endorphin and their sister camp Orphans Too come to mind as well as the Burner Express camp run by a member of this board. They're not specifically international camps but they're for lone travellers.
Just a word of warning, there were a coupe of camps, one in particular, that targeted international burners and scammed them big time. If you're going to join a camp with strangers try to do some research on their them and their track record.

Or look at it this way: NO ONE lives in Black Rock Desert. We're all foreigners. And all Burners.

You can't throw a fit on the playa without hitting a foreigner.
The Burner Expressers were a pile of fun. We had a bunch of countries represented and will be coming back this year in one form or another.

My tiny camp will invite a foreign based burner or two, but we haven't discussed it yet this year. We are very low key, and don't offer frills. Mostly catch and release.

The Orphan camps have quite a few people from overseas in our three camps. We should be opening up registration sometime after the main ticket sale.

January is still VERY early in the season, most camps (including the ones that have open registration) are still in the early planning stages and not yet actively recruiting new members. That doesn't mean that you can't practice radical self reliance - check out the listings for theme camps on the playa last year (you should be able to find them easily enough with a search engine), then browse through those listings until you find one that looks like what you're looking for. Then reach out to that camp (it may require more playing with search engines) to see if they're planning to return, and interested in new members. Good luck!
