None of those ideas sound like they would help.
If I had to leave my truck out in a lot in the middle of nowhere all week, there's no fucking way I'd go to BM. Plus the how-do-I-get-my-stuff-there problem. The shuttle-bus thing has it's issues
Random get-in-early would have the place full of people who aren't building the city and strand those who would be doing it.
Early entry for presale tickets, same thing. You're not allowed to simply buy early entry. You have to have a function.
Pre-specified entry times would be a nightmare. You never know exactly when you'll arrive and that would require huge staging areas. Enforcing it would be a mess.

People who have been studying this and doing it for decades are working on it... it's actually better recently than it used to be.

If you want to try to go into axle charges... my 10,000 pound trailer has two axles, and my one-ton pickup has two more. Total weight is about 22,000 on four axles. I could rent a medium-duty box truck weighing 32,000 pounds - on only two axles! The box truck would be harder on the road surface, yet the pickup & trailer would have to pay twice as much.

Aren't large art projects and infrastructure provided passes?

Maybe axle count isn't the best metric. It was a for instance.

So in another poor attempt to better something, the brilliant people in the org decided that since only 27k vehicle passes were used last year (out of a total of 35k allotted), this year they are only issuing 27k passes.

So not only will there be the obligatory ticket frenzy, there will also be a vehicle pass freak out.

Oh well, it's not my circus and it's not my monkey.

Very funny... but if you weren't fulla crap, then yes it would need a license - but hell no, a driverless Googlecar would be a disaster in a pedestrian and art installation filled tent city!!

googlecar would be awesome! since they're electric, no need for DMV-licensing, right? They seat two so that gets around the single-seater prohibition. And with the great cell coverage that was available last year on the playa, i'm sure one could whip up a cool app on a smartphone to order a gift-googlecar to one's camp, deep playa party, or wherever someone might need transpo. it would make serge's friends feel better about keeping burners off their kind-of-public art cars. in the spirit of gifting, serge's friends' bouncers might even gift a googlecar reservation in lieu of a ride on their kind-of-public-art-car!

I mentioned the 'electric exemption' because I see a ton-load of golf carts (electric) rolling around on the playa with nothing but a teddy bear strapped to the front. did they really make it through the DMV line successfully?

somewhere, (which I can't find right now since many of the dmv links on burningman.org are broken) I saw that either this year (2015) or in the near future, single person mutant vehicles wouldn't be allowed. who knows, maybe it was in a rant by the dude that runs burners dot me? maybe the black rock city beacon?

and googlecar better be able to cope with brc-style peds, bikes and so on... before being let out on the public roadways. googlecars don't have any manual steering! (or brakes) they have to avoid everything on their own.

Literally everything you just said was wrong.

About M/V licensing, your assumption that there's an exemption to licensing for electric vehicles because you saw staff carts isn't the case.
There's no specific rule about the number of people an M/V must carry. There is a general stipulation that the fewer people it carries, the more impressive in other ways it needs to be.
In other words, your single occupant M/V is fine if passers by go "Oh COOL look at that, I'm glad I got to see that, that's what makes Burning Man awesome!".

About the GoogleCar, well go read a little more about it.

I wonder if there will be a mechanism for purchasing extra vehicle passes. Sometimes we have a couple bringing in two artcars so that they can be displayed at Art Car Camp.

Last year the vehicle pass limit was the same as the ticket limit. This year, the vehicle pass limit is half that of the ticket limit for any given sale.

Assuming that vehicle passes will still be available, people should be able to register for the OMG sale and purchase another vehicle pass in that sale... as they were able to last year (even if they had purchased tickets in a prior sale).
