Ticket Transfers

I may be being exceptionally stupid. I cannot seem to find anywhere information about how to transfer a ticket order. Especially from a US ticket holder to an overseas person. In Ticketfly it only seems possible to change the delivery address.
So ... that doesn't work for transferring to an overseas (non-US/Canada) person.
What to do? I assume the actual ticket order needs to be transferred, not just the delivery address. Yes / No? And the delivery needs to be changed to Will Call?
All this cannot be done through Ticketfly.
Do I assume that the only way to do this is to email ticket support at : ticket [email protected]?
