Today the Greeter's station is not included in the active topics selection. What is the reasoning for excluding, and what are the arguments for including?
Not in Active Topics: today, the Greeter's station posts get a small amount of traffic, one of the responsibilities of the mods is to greet, and they do a good job of it.
Not in Active Topics: today, they might be overwhelmed with too much traffic or snark if they were thrown into the big ePlaya.
In Active Topics: if they put their city, easier to get connections by PM from Active Topic readers.
In Active Topics: more replies to new ePlayans.
Some ePlayans beyond the mods do comment on Greeter's Station posts. There would probably be a thread start by week or month in the year statistics. And from that, a measured trial could be run to include Greeter's Station in Active Topics. Another approach would be to include Greeter's Station in Quick links, rather than selecting Home>Greeter's Station.

First a point of clarification. It is not the moderator's responsibility (or anyone else's) to post or respond in the Greeter's Station board.
The reason that the Greeter's Station does not have an Active Topics display is because... there aren't any sub-topics. In the past, the Greeter's Station category had not only the individual board, but the overview and announcements boards, and so there was an Active Topics display that showed posts from all those sub-topics. When the board's organizational structure was changed last year, we moved everything out of the way so that Greeter's Station was itself the sole focus at the top of the board.

Correct me if wrong, but I think you are saying is:
Using this board software sub boards like "The 2016 Event" cannot be in active topics unless they have sub sub boards like "Art Theme".
The sub board "Greeter's Station" does not have sub sub boards, so it cannot be in Active Topics.

Correct - active topics only displays the active topics within that category or board, and the boards below it.
So when you're looking at the active topics in Preparation, you're only seeing active topics within the Preparation category. And the 2016 Event category only shows the active topics in that category.
