Okay so here's my idea: You know those cork screws that have the arms that move up and down, you push down to pull out the cork I think, and they look kinda like a certain Man we all know? I want to attach one to my bike, maybe to the handle bars, so that when I pedal the arms go up and down. How do I do this? It is my goal to have it accomplished by the end of BM. I've tried the old string attached to the pedals trick (BAD IDEA!) and attached to the spokes (EVEN WORSE). I'm thinking I need to weld something to my bike perhaps. Any ideas?

Okay, here it is:

STEP 1: fashion a disc of wood or metal, abou the size of a frisbee. Glue or bolt onto the hub of one of the bike's wheels.
STEP 2: get some semi-flexible steel cable, like brake cable, WITH the outer sheathing. It will have to be long enough to reach from the disc to wherever the Man facsimile is mounted. Anchor one end adjacent to the disc, and connect the cable to the disc's outer rim where it will still allow the disc to rotate freely.
STEP 3: connect the other end to your corkscrew appropriately, and anchor to bikeframe by tackwelding, gluing, taping, wiring, or rigging a bracket.
STEP 4: You have constructed a reciprocal drive mechanism, kinda like a locomotive drive wheel. The rotating disc pumps the cable back and forth and so in and out as well, pushing the Man's arms up on the outstroke.
STEP 5: collect praise from friends and passers-by, and remember my name when you look to the West. Good Luck To You!

how will that work on a bike? On a train, you've only got a connection via hub/axle, wheras the bike you've got the front and rear fork creating a connection on both sides of the hub. Maybe I'm imagining your instructions incorrectly, but it seems like you'd be better off with some type of rigid arm coming off an offset disc mounted to the spokes or hub. Since the front fork/wheel should remain aligned with the handlebars where I'm envisioning the "man" being mounted, I'd imagine that'd work best. Lemme know if you need a picture, or if I'm incorrect with your description robotland...

Hook up one of those little bike-light generators that rub on the tire.
Use that to power a small stepper motor that powers your arm-waving guy.
Heck - in a pinch, you could use a battery. :)

The drive disc WOULD have to be on the outside of the forks.

I'm inclined to go more towards what Gregori is suggesting, if my over-complex-prone-to-failure solution is more work than necessary....A little battery-driven motor and eccentric cam would work fine, or you might be able to find a mechanism in a cheap toy that could be yanked and retrofitted.....
You know those wind-driven novelty yard ornaments, like the one with the farmer that bends over and then a donkey kicks him in the pants? Find one of those, and you've got your drive mechanism. Just duct tape it to your handlebars.
