So, I picked this topic to read because I was hoping to glean some insight into exactly how far one can push the licensing rules. Instead, I get a bunch of crap about a hypothetical design that may not come to fruition.

Welcome to one of many threads authored by Sparr. They all have this "stick your face in the metal fan" and "another round of Drano please barkeep" kinda feel to them.

I’ve been biting my tongue bloody since this topic was launched. But since it was now flung back in the air….
Flywheels, springs, and capacitors have been discussed in Kinetic Sculpture Racing; a human-powered hobby/sport/art-form/behavioral-disorder unrelated to Burning Man. (Though there is considerable crossover.)
As I recall, there was consensus that amateur-built springs and flywheels are too dangerous. There is too great a risk that accumulated energy will be inadvertently released in a harmful direction.
Capacitors have actually been used in a race, in Corvallis, Oregon, some years ago. The vehicle performed poorly.
There seems to also be consensus that electric transmission of mechanical force involves considerable energy loss in the conversion from mechanical to electric, and again when converting back to mechanical.
In diesel-electric railroad locomotives and similarly large machinery, the losses are apparently outweighed by benefits specific to those applications.
Human-powered vehicles can ill afford such losses.
I applaud BRCDMV for taking time to assist us here on ePlaya.
