I'm going to be applying for a low income ticket which I hopefully will get but if not I'll somehow..borrow, beg, steal, well maybe not steal.. have to come up with the extra money for a regular one. Will I have to register for that one to be able to attempt to purchase one besides my having registered for the low income one?

You would have to apply for a low income ticket, whereas you have to register for a chance at a main sale ticket via your Burner Profile. Note the restrictions detailed on the Low Income Ticket page:
  • • If you have already purchased a ticket to Burning Man 2017 in ANY sale, you are not eligible for a Low Income ticket.
    • If you are approved for a Low Income ticket and purchase a Burning Man 2017 ticket in any later sale, your Low Income award will be revoked, even if the ticket was purchased for someone else or you let someone else use your credit card.
    • If a ticket to Burning Man 2017 is transferred into your name, you are no longer eligible to receive a Low Income Ticket, and your award will be revoked.

I'm hoping I get a low income ticket and I won't know if I got it until around June or possibly July so I'm going to miss the regular sale. If I don't and I can some how find some way to borrow the extra money for a regular ticket I register for the OMG sale then try for that..correct? If I don't get that and I try to buy one someone ends up selling I don't need to register for that?

After the main sale ends you're pretty much free to buy from whomever you want, except maybe a LIT holder or scalpers, and certainly after the tickets are shipped and in-hand.
