Safely creating a weather ballon art piece!

Our small camp wanted to make a large weather balloon (20 or 30' in diameter) installation that could record temperature and have lights on it. We were looking for some guidance if anyone has done this before and how you tethered it down, how much helium was needed, etc. I'm working on research and testing here and wanted to know if someone had made a similar piece.
We are looking for ways to make it work safely and lessons learned from similar structures, not reasons why it won't.
