I was wondering if any efforts have been made in the past or present to implement public transit for getting around playa.
It seems like it should be possible, as a kind of faux subway (actually small electric busses that run on E and stop at every hour)

Absolutely. Draka the Dragon had an Esplanades route around the circle, 2001.

There is a BRC shuttle. It goes between the airport and the main shuttle station.
The burning man website states:
The "Burner Express Bus Depot located at to 6:15 and J streets for disembarkation and greeting!
..shuttles out to 3 o’clock or 9 o’clock along E or J Streets. Shuttles will stop on E street at 3:00, 4:30, 6:00, 7:30, 9:00; and J street at 2:30, 3:45, 5:15, 7:15, 8:15, and 9:30. Riders will then need to make their own way to camp."
I did not verify the round-BRC loop. Maybe someone who took BxB can comment on that part. I can verify the airport pickups about every 30 minutes. It runs to the airport roughly the BxA hours.
It is a 60's style cabin with seats like a bus, large windows, and orange panels that would fit in with Disneyland or Jurassic Park production design, towed by a pickup truck.
There are specific "bus stops" which mutant vehicles voluntarily pick up and drop off riders.
So seconding Mr Token, you are welcome to research, build, bring, and get licensed a mutant vehicle. Then you can travel the mutant vehicle bus stops and safely pick up and drop off participants!

About once every half an hour, I can confirm the airport pickups. Approximately every BxA hour, it makes its way to the airport.
