Found electric bike - assumed stolen

I found an e-bike at our camp. Given the value, I suspect someone stole it, rode it till the battery died, and dumped it. See attached photo. Since this thing is pretty valuable, you'll need to answer two questions:

1) What is the combination to the lock?
2) I found a blinky ring in the basket pocket. Describe it.

The bike is in Palo Alto, hopefully if it's yours, you're close enough to pick it up.

Thanks Sham for correctly understanding this. The bike had a lock hanging on it but it was not locked to itself or anything else, nor was it cut. The owner might have thought the bike didn't need locking in his/her own camp. I am asking strictly for identification.
