Maybe. I think it's a person power issue. If they do anything but empty platitudes, there's just no way they can stay on top of that and everything.

I have heard of some success dealing with the organized bike thieves using large vehicles.
That is an area that the rangers and gate can be extremely effective with.


And on the positive side, as long as there are people leaving their bikes unlocked, the rest of us don't need very good locks to stop the amateur thieves.
