I think the prisoners was the issue, not stolen feed, or horses for that manner.
We have an obligation to make space for everyone, we have no obligation to make that space pleasant.

Even if it were to jump to 10K (which I do agree that may be a little excessive), there are roughly 6 million head of privatly owned livestock currently grazing on BLM land (vs. the current 25,000 horses). It all boils down to somebody in Washington filling their pockets.
I'm not so sure about that--it's so easy to recast all public policy you don't like as corruption. It also means that a lot of americans are lining their bellies.

The wild horses in the western states were introduced as ygmir stated. I got mixed feelings about them. We don't see them as much as we did say ten years ago and it's cool to see them, but they're not native. The Dingo dog, basicaly a wild dog from the land down under was introduced to Australia and all but exterminated the Tazmanian Devil primarily because of competition for food. Now the Taz is confined to the island of it's namesake.
