OTTAWA – Protesters are accusing police of using undercover agents to provoke violent confrontations at the North American leaders' summit in Montebello, Que.
Such accusations have been made before after similar demonstrations but this time the alleged "agents provocateurs" have been caught on camera.
A video, posted on YouTube, shows three young men, their faces masked by bandannas, mingling Monday with protesters in front of a line of police in riot gear. At least one of the masked men is holding a rock in his hand.
The three are confronted by protest organizer Dave Coles, president of the Communications, Energy and Paperworkers Union of Canada. Coles makes it clear the masked men are not welcome among his group of protesters, whom he describes as mainly grandparents. He urges them to leave and find their own protest location.
Coles also demands that they put down their rocks. Other protesters begin to chime in that the three are really police agents. Several try to snatch the bandanas from their faces.
Rather than leave, the three actually start edging closer to the police line, where they appear to engage in discussions. They eventually push their way past an officer, whereupon other police shove them to the ground and handcuff them.
Late Tuesday, photographs taken by another protester surfaced, showing the trio lying prone on the ground. The photos show the soles of their boots adorned by yellow triangles. A police officer kneeling beside the men has an identical yellow triangle on the sole of his boot.
Kevin Skerrett, a protester with the group Nowar-Paix, said the photos and video together present powerful evidence that the men were actually undercover police officers.
"I think the circumstantial evidence is very powerful," he said.
The three do not appear to have been arrested or charged with any offence.
Police confirm that only four protesters were arrested during the summit – two men and two women. All have been charged with obstruction and resisting arrest.
Veteran protester Jaggi Singh, who is helping to circulate the video as widely as possible, said all four of those arrested are known to organizers and are genuine protesters.
"But we see very clearly in that video three (other) men being arrested . . . How do (police) account for these three people being taken in, being arrested? Where did they go?" Singh said.
"I have no hesitation in saying they were police agents . . . and they were caught red-handed."
Singh, a member of the Montreal-based No One is Illegal, believes the agents were meant to provoke a confrontation and give the police an excuse to use some of their "toys," such as tear gas and rubber bullets.
"To a certain extent it's self-fulfilling logic. You provide police with this kind of equipment and they end up using it and one way to justify it is to plant some people that toss a rock or two."
Neither the RCMP nor the Surete du Quebec would comment on the video or even discuss generally whether they ever use the tactic of employing agents provocateurs.
"I cannot answer your question because I don't have the information," said Const. Kane Kramer, a spokesman for the RCMP at the summit.

Well, I finally see a ray of hope. We may be on the verge of world peace,,,, strange as it may sound. Bush is talking about WW III. He's always wrong. Putin is the man who makes the decisions that affect the west. Israel is finally going to be shoved into a corner. They've been the impetus for many of the recent wars. Europe can no longer support israel. Putin said that he would turn off the natural gas line [Gazprom] Great Britian is at the end of that line and could be easily cut off.
The US is fast becoming a paper tiger. We're bankrupt and the world knows it. Just as France had to accept a diminished role when other countries grew in power, the US has the same destiny. We can no longer afford to support hundreds of military bases, many in foreign countries.
The US knows this and all of a sudden Condi is talking about the creation of a Palestinian state. Europe is very tired of the brutality of Israel.
China is also very aware of our weaknesses, both militarily and financially. All of a sudden, Taiwan wants to talk about peace talks with China. Our fleet is down to 1/3 of what it once was,,,, and it can't defend itself against modern missles. The balance of power is shifting away from the US and the world is adjusting to the new reality. Even Korea is talking about raproachment and peace.
Pax Americana recently turned to Pox Americana. We over-reached and now we've fallen. Where the US tried to create a military based hegemon, China is creating a trade based hegemon. It's far more effecient. Russia, China and Central Asia control so much of the world's remaining oil that the US will be beggared in a decade or so.
I don't like seeing MY country beggared, but that is where our leaders took us. OUR leaders sold arms to both sides just to destabilise the world,,, and sell more arms. We're the merchants of death. OUR leaders poisoned the world with DU. OUR leaders killed uncounted millions to steal the resources.
Part of the guilt can be apportioned to the military-industrial complex. Part of the guilt can be apportioned to leaders who wanted to create an empire. Part of the guilt can be apportioned to Israel for their intransigence. That intransigence is being tempered by the increasing weakness of the US. Israel is now talking about dividing Jerusalem. There is plenty of both death and guilt to go around.
I hope to see both Israel and Palestine have their own country and take their appropriate place in the world.

Blackwater USA, the security company that has come under intense scrutiny on Capitol Hill after a September 16 incident in which it allegedly opened fire on Iraqi civilians and killed 17, was accused on Monday by a senior Democratic lawmaker of evading tens of millions of dollars in federal taxes.
Henry Waxman, chairman of the House oversight committee, who is leading congressional investigations into Blackwater, said that a newly discovered March 2007 ruling by the Internal Revenue Service, the tax authority, found that Blackwater's designation of one of its employees as an "independent contractor" was "without merit".
Unlike two other security companies operating in Afghanistan and Iraq, Blackwater has said it designates its workers contractors, not employees, because it is a "model that works" and because its guards prefer the "flexibility" of the contractor relationship.
The arrangement has, according to Mr Waxman, wrongly allowed Blackwater to avoid paying social security and Medicare taxes, as well as federal income and unemployment tax - or $32m (£16m) in taxes from May 2006 to March 2007.
The IRS ruling was issued after a single security guard approached the tax authority after a dispute over back pay and other compensation. Although the ruling, which is based on Blackwater exercising control over its worker, applied only to the individual, the IRS alerted Blackwater that it could apply to others.
Blackwater, which has classified 604 security guards as contractors, agreed a settlement with the employee after the ruling. That included a confidentiality agreement that prohibited the employee from contacting "any politician" or "public official" about its details.
"It is deplorable that a company that depends on federal tax dollars for 90 per cent of its business would even contemplate forbidding an employee to report corporate wrongdoing to Congress," Mr Waxman said in a letter to Erik Prince, Blackwater chairman and CEO.
He further alleged that the confidentiality agreement was "particularly suspect" because it was signed by Blackwater general counsel Andrew Howell just as Mr Waxman's committee was stepping up its investigation into Blackwater's activities.
Blackwater said that Mr Waxman's assertions were "incorrect" and took issue with his use of the IRS decision, against which the company has appealed.
The company said the IRS had not made a final determination on the employee and the Small Business Administration had decided Blackwater security contractors were not employees.
