I can find the draft of the BLM EIS( in 2019), but can't find anything else more current or about the permit for 2021.
Is it issued, if so, what are the changes affecting BRC?

Historically, permits have always been issued real close to the event date.
It’s always a nightmare of last minute negotiations and haggling over silly details.
The first hint of any activity would be the issuance of the closure order, which has to be posted couple months in advance for permitted events.

Add to Mr Token's info, there was a large BMORG conference call in December. Everyone was sworn to secrecy, but show-offs leaked it. That is the best source of the current thinking.
Controversial EIS items: traffic, trash, security, LEO, one would expect to be the same 2019 to 2021 and on. I believe there is a LEO transition point 2022? where the agreement on costs between the BMORG and Pershing County expires and would need to be renegotiated.
