Tips for a non-burn event exchange program?

I've seen multiple regional burns organize "burner exchange program" events, where they send a participant to another regional burn, often in another country, or bring a participant from afar to their event.

I'm part of a non-burn camping festival event community that wants to do something similar. Does anyone have tips on how to accomplish this? Travel and legal logistics? Fundraising? Other resources? Maybe contact info for folks who have accomplished it and could have ideas to share?
